PROJECT “COMMON MAP FOR CULTURE TOURISM IN BALTIC SEA REGION”

The present application for funding from CBSS PSF has the overall aim to develop the new sustainable project on culture tourism in the Baltic Sea region for the region’s economic growth and prosperity, using the rich historical and culture heritage of the region as a motor and unique resource. The draft title for the new project to be developed is “Common Map for culture tourism in the region of Baltic Sea”.

 

  • The cooperation between tourist industries of the Baltic Sea regions has to be improved for mutual benefit and effectiveness
  • Cross sectorial cooperation and interaction among the stakeholders within the travel industry, including local authorities, knowledge society and cultural organizations should be established on the permanent basis
  • The coordination of cooperation in the field of (culture) tourism, including the projects and initiatives needs more solid and permanent ground
  • The newly created projects and initiatives should be planned taking into account the experience and results of projects already implemented; to increase the level of sustainability for both already implemented, the planned and upcoming projects by the needed continuity
  • The information exchange between project teams of the completed and ongoing projects from the different micro-region inside the BSR has to be established
  • The sustainable source of funding for the cooperation in tourism branch in the Baltic Sea region should be found
  • To work out the useful and sustainable Project which will lay the foundation for the successful cooperation in this field in future by joint efforts of the prominent experts in culture tourism sphere from the BSR countries

The goals and objectives of the proposed Action:

 

To link sectors key players in travel industry together: the travel/tourism branchwith knowledge society, local authorities and culture organizations – from the participating countries of BSR together in the process of new project development
Foundation of the highly competent cross sectorial Working Expert Group (WEG) from NW Russia’s border regions, bordering countries Estonia, Latvia, Finland, Poland and Denmark, Sweden, countries have the tight connection to the defined topics of historical heritage. The WEG will consist of representatives from tourism industry, public sector, cultural, civil society and academia institutions, many of them participated in the previous above mentioned projects, – to work together on the new Project development. The expertise from different sectors will allow the strategically planning taking into account the interests of all parties and stakeholders to pursue a common goal; to gain from the competences from different sectors. The WEG will put joint efforts on the development of the new project “Common Map…”, contributing by each expertise and core competence. The WEG will also lay the groundwork for the future establishment of the sustainable Cooperation Platform - to gain from the common promotion and supporting activities in marketing of the Culture Touristic Destinations in BSR.
All partner organizations have experience in implementation of international cooperation projects in BSR on culture tourism issues.
 
To collect, summarize and analyze the information on related activities to cooperation on culture tourism in the region of Baltic Sea: recently implemented and ongoing projects, planning initiatives and programs. That information and the overall picture should be considered while designing the new project, which should be complementary, not overlapping one.
 
To create the partnerships, defining interests among participating parties in the project’s development: travel industries of the BSR; local authorities from the border areas, representatives of the knowledge society and cultural institutions. The partnerships will lead in the future to the strong cooperation platform in the field of culture tourism in the region of Balti Sea
 
Specific tasks:
 
Identification of possible sources of funding. Situationwith funding in BSR for thetopic of tourism remains unclear for upcoming period 2014 -2020 for the regional cooperation programs. So far the following opportunities can be considered: Baltic Sea Region program 2014-2020, priority innovation; Northern Dimension Partnership Culture; EUSBSR, Swedish Institute, Thematic Partnerships and other.
 
Creation of a full scale Project application: After the final definition of the financial supporter the work on application will start. It will be shared among WEG members and divided into respective working packages. The external assistance in planning of financial part and budget will be used.

August 2014
Startup of the project development:
  • 22-23 August, Veliky Novgorod: Conference on cooperation in the field of culture tourism in Baltic Sea Region, Veliky Novgorod, 150 participants from all participating countries (region NW Russia). Partly supported by Russian Ministry for Culture
  • Establishment and the first meeting of the Working Expert Group from NW Russia and participating CBSS countries for the project development - up to 20 persons, representatives from the partner organizations, experts, stakeholders
  • Besides the representatives from partner organizations the other strategically important structures has agreed to delegate their representatives to WEG: Danish Agency for Culture, unit on culture tourism; The Swedish National Heritage Board, the department on Gotland; Russian Federation Ministry for Culture, the Department on regional policy and tourism; Agency “Rostourism”; EUSBSR Priority Area Tourism Coordinator
  • September – November 2014
    • Review/inventory of the activities on the field of culture tourism related to the culture historical heritage of the BSR, including brief analyses of the outcome of the implemented, ongoing projects and future initiatives planed in the region
    • Presenting review outcome: website/lead beneficiary, partners and printing materials
    • Identification of potential partners which are interested in the Project “Common Map…” and have enough potential for its co-implementation
    • Promotion the project idea among the potential donors, potential participants and stakeholders
    • Identification of the relevant sources of funding for the Project “Common Map…”
End of November-beginning of December 2014, Stockholm (?)
 
The workshop and Expert Working Group Meeting – presentation of the interim results, sharing responsibilities for the project development, defining the working packages, elaboration of a log-frame matrix for the next Project, analysis of the object for the Project “Common Map…”
 
December 2014 – March 2015
  • Project’s development: preparing of the full scale project application
The application should be ready by the end of February – March 2015
During the period September 2013 - December the main coordinator of the project will work on close interaction with the partners and stakeholders, therefore visit the partner organizations and meet experts located in the project’s 3 main geographical areas:
(1) meeting in Kaliningrad: Kaliningrad and Polish partners
(2) meeting in Pskov: Pskov, Estonian and Latvian partners
(3) meeting in Petersburg or Finland: Leningrad obl and Finnish partners
